The GV app uses the native phone dialer app (so GV VOIP calls use plan minutes on both wifi calling and cellular connections). It is about the dialer, video chat, SMS and MMS capability (video calls is not usable in the Google Voice app, and I am not sure if you can even SMS/MMS text in it. Google Voice is already used for VOIP calling (I use GV on my home phones at home via GVJack App and have since 2012.
